Growing up during the Seventies, Steve Hughes was a fan of movies and television, including Doctor Who. However, his post-secondary studies initially focussed on graphic design. Concerned that he was missing his calling, Hughes took a course in television production at Northumberland College. He made a number of short films around the turn of the century, and then found work as an editor on programmes like Liquid News. Eager to branch into directing, in 2005 Hughes found himself working on Doctors, for which he would ultimately make more than forty episodes. He and his wife, Jane, were married the same year. Hughes also directed several installments of Land Girls, where his work was noticed by Doctor Who executive producer Beth Willis. As a result, he made 2011's Closing Time for Matt Smith's Eleventh Doctor.

Amongst Hughes' subsequent work during the 2010s were Leonardo, Wolfblood and Creeped Out. His two dozen installments of Casualty included both the thirtieth and thirty-fifth anniversary broadcasts. Hughes also served as a second unit director on shows like Killing Eve. During the Twenties, he directed programmes such as The Last Bus and Miss Scarlet And The Duke.
